1. What happened, who's involved, why now?

The Department of Posts and the Telecom Regulatory Authority of India have signed a Memorandum of Understanding in New Delhi to launch India's largest ever village-level telecom survey. The two government bodies will jointly assess mobile network performance across more than 5.68 lakh villages. The survey will test the four major Telecom Service Providers in India, which are Bharti Airtel, Reliance Jio, Vodafone Idea, and BSNL. This is happening now because while cities have strong 4G and 5G, many villages still face weak signals and call drops, and the government wants real ground data.

Here is how the survey will work. DoP means Department of Posts, TRAI means Telecom Regulatory Authority of India, TSPs means Telecom Service Providers, and MoU means Memorandum of Understanding. BSNL means Bharat Sanchar Nigam Limited. Instead of hiring a private agency, TRAI will use DoP's vast postal network. Postmen and postal staff will use a special mobile app to test network parameters like signal strength, call quality, and data speed in their assigned villages. The app will automatically record the data and send it to TRAI for analysis, making it a low-cost, app-based, pan-India exercise.
